What Is a Parallel Dialer?

What Is a Parallel Dialer?

What a parallel dialer is, how it dials several numbers at once, how it compares with power and predictive dialers, and the compliance limits to plan for.

A parallel dialer is outbound calling software that dials several phone numbers at the same time for one sales rep and connects the rep to the first person who answers. It cuts the time a rep spends on rings and voicemail, at the cost of calls answered while the rep is busy.

It is also sold as a multi-line dialer, with "three, five, sometimes ten" lines per seat (Aloware). It is an auto dialer: software dials, a person talks. An AI dialer lets an AI voice agent talk instead.

How does a parallel dialer work?

The dialer rings a small batch of numbers and routes "the first live answer to the rep in real time" (Nooks). If two people answer, "the rep takes one and the rest get silence, then a drop," in Aloware's words. Under US telemarketing rules, that drop usually counts as an abandoned call.

Diagram of one round of parallel dialing with three lines for one sales rep. Line 1 answers first and is connected to the rep. Line 2 gets no answer and rings for at least 15 seconds or 4 rings. Line 3 also answers, but no rep is free: if no rep connects within 2 seconds of the greeting, the call counts as abandoned and the caller must play a short identification and opt-out message. Below, the rules from 47 CFR 64.1200: at most 3 percent of live-answered calls abandoned per campaign over 30 days, 2 seconds to connect a live rep, and 15 seconds or 4 rings before hanging up.

Parallel vs power vs predictive dialer

They differ in how many numbers ring per rep and what decides when to dial. A preview dialer sits at the other end: one number at a time, after the rep reviews the record.

What compliance limits apply to parallel dialing?

In the US, the FCC's rules at 47 CFR 64.1200 apply to telemarketing calls whatever the dialer is called:

  • 3% abandonment cap. At most 3% of telemarketing calls answered live may be abandoned, per campaign over 30 days. A call is abandoned if no live sales representative is connected within two seconds of the person's completed greeting.
  • A message when no rep is free. Within those two seconds, a prerecorded message must say the call is for telemarketing, name the business, give a number for do-not-call requests and offer an automated opt-out.
  • Ring time. An unanswered call can't be cut off before 15 seconds or four rings.
  • Hours and do-not-call. No telephone solicitation to residential subscribers before 8 a.m. or after 9 p.m. local time, or to numbers on the national do-not-call registry.
  • Caller ID. Telemarketers must transmit caller ID and may not block it (47 CFR 64.1601(e)). See branded caller ID and verified numbers.

With one rep, each extra line adds drop risk, so Nooks suggests starting "with a low multi-line setting." This is a summary, not legal advice; check your campaigns with counsel.

What is double dialing?

Double dialing means calling a number again right after the first call goes unanswered. The FCC rules don't name it, but each dial is its own call, so ring-time, hours and do-not-call rules apply to both. Some states count calls: Florida bars more than three commercial telephone solicitation calls to a person in 24 hours on the same subject (Fla. Stat. 501.616(6)(b)), and its calling day ends at 8 p.m.

Where AI voice agents fit

In an AI voice agent campaign, the agent talks, not a rep. Retell AI's docs describe outbound call campaigns that call a contact list with your agents, no faster than the campaign's concurrency and calls-per-second limits allow, and compliance checks that screen contacts against do-not-call registries, reassigned numbers and known TCPA litigators first.

AI voice is not exempt. The FCC confirmed in February 2024 that AI-generated voices are an "artificial or prerecorded voice" under the TCPA, so these calls need prior express consent, and prior express written consent for telemarketing. See the TCPA guide for outbound AI voice calls.

Frequently asked questions about parallel dialers

Is a parallel dialer the same as a predictive dialer?

No. A parallel dialer rings a set number of lines for one rep. A predictive dialer paces calls across a team by forecasting when agents will be free. Both can drop answered calls, so the 3% abandonment limit applies to both.

How many lines does a parallel dialer call at once?

Vendors describe three to ten lines per seat. More lines mean less waiting and more double answers.

What is double dialing?

Calling the same number again right after an unanswered call. In Retell AI campaigns, double dial is a setting that places one second dial right away, and each dial bills as a normal call. The second dial isn't rechecked against the calling window.

Can an AI voice agent replace a parallel dialer?

Often, for calls an agent can handle end to end. Retell's docs name appointment reminders, payment follow-ups and lead reactivation. Each call is an agent conversation, capped by the concurrency limit. Consent rules for artificial voice still apply.
