What a preview dialer is, how agents review a record before each call, when preview beats predictive dialing, and where AI voice agents fit in outbound.
A preview dialer is an outbound dialing mode that shows an agent the next contact's record before the call is placed, so the agent can read the account history and then dial the number or skip it. It trades call volume for preparation: one call per agent, started only after a person has looked at who they are calling.
The dialer manages the list. The agent controls when each call goes out.
Some platforms add a timer. Genesys Cloud lets an admin turn on a preview timer that dials the contact automatically after a set time, one minute by default.

A predictive dialer calls several numbers per agent before anyone is free and connects only the answered calls. A preview dialer calls one number, after an agent has chosen it. Predictive is built for volume, preview for context.
| Preview | Power or progressive | Predictive | |
|---|---|---|---|
| Who starts each call | The agent, after reviewing the record | The system, when the agent is free | The system, ahead of agent availability |
| Lines per agent | One | One | Several |
| Agent sees the record | Before the call is placed | As the call connects | As the call connects |
| Best fit | High-value or sensitive calls, small teams | Steady lists, mid-size teams | Large lists, large teams |
For how predictive pacing works, read what predictive dialing is. For products in each mode, see the best outbound dialers compared. A parallel dialer goes further, calling several numbers at once for one rep.
When the agent needs context before the first word: renewals and account management, B2B sales to named accounts, collections callbacks on a disputed balance, insurance follow-ups and warm leads who asked to be called. It also suits teams too small for predictive pacing. It is the wrong choice for the most attempts per hour on a large, cold list.
The FCC rule at 47 CFR 64.1200(a)(7) caps abandoned telemarketing calls at 3% of calls answered live, measured over 30 days per campaign. A call is abandoned if it is "not connected to a live sales representative within two (2) seconds of the called person's completed greeting." A preview call goes out only once an agent has chosen to dial, so an agent is normally waiting when the person answers. The rule still applies, and the seller or telemarketer must keep records showing compliance.
Other rules in the same section apply in every mode: no telephone solicitations to residential subscribers before 8 a.m. or after 9 p.m. their local time or to numbers on the national do-not-call registry, and no hanging up an unanswered telemarketing call before 15 seconds or four rings. This is a description, not legal advice. Check with counsel.
A preview dialer puts the record in front of a person. An AI voice agent gets it as data: in a Retell AI outbound call campaign, each contact's fields reach the agent as dynamic variables. Before the first dial, a campaign can screen contacts against internal and registry do-not-call lists, a TCPA litigator list, reassigned numbers and line types, per the compliance checks docs. Those checks are a screen, not consent, and Retell does not verify consent.
The FCC's February 2024 declaratory ruling confirmed that AI-generated voices count as artificial voice under the TCPA, so those calls need the called party's prior express consent unless an emergency purpose or exemption applies.
A common split: AI voice agents take repeatable first-touch calls such as reminders, and the preview dialer keeps the human calls where context decides the outcome. See the AI dialer entry for the AI side.
Preview dialing places one call after the agent reviews the record and chooses to dial. Predictive dialing places several calls per agent before anyone is free and connects only the answered ones.
It usually keeps abandoned calls rare, because an agent is waiting before each call goes out. The limit in 47 CFR 64.1200(a)(7) still applies, including the record-keeping. Check with counsel.
Yes. A power dialer calls the next number as soon as the agent is free. A preview dialer waits for the agent to read the record and dial.
For repeatable calls, often. For calls where judgment or a relationship decides the outcome, keep the preview dialer and use AI for the first touch.
Retell AI is an AI voice agent platform for contact centers. To decide which outbound calls go to AI voice agents and which stay on a preview dialer, talk to the Retell team.
